Bulletins overall are a neat system, just not one that has been implemented with quite the level of thought necessary. So, bulletins are a hodge-podge of wording and phrases that often lack total consistency as well as sometimes lacking basic clarity. try having that bulletin on and then calling in Assault Engineers, and you'll see that RETs have 190 MP to build a fuel cache while Assault Engineers have 200 MP to build one! Plus, the 5% cheaper fuel cache bulletin only applies to fuel caches made by RETs. They are accidentally misleadingly labeled, and players sometimes think two of them make *every* BAR and Bazooka upgrade cheaper when they actually just make the *unlock* cheaper.

Yet, there *are* other bulletins that are confusing. Hence, there is no confusion there because the bulletins are on separate factions for tanks that are not available to both sides. as of yet, the Wehr cannot call-in the latest model P-IV (Ausf. Now, for your point about the P-IV, the bulletins for that actually are fine.
